What does the PC symbol mean?

PICTO “P.C.” – (Collector's Caps).

“Collector's Caps” are considered to be those produced by individuals (without permission from the wineries, although others request permission to make a few and then produce as many as they want), those by brand owners (registered or not), those from wineries (some currently closed), where the sole purpose is their sale through vendor stands (licensed or not) at meetings or by other means and which in some cases also serve the publisher for their stock and for exchange.
Almost all are “dry” caps, with the only exception of some made by ETs, where it is understood that at least a few have been bottled; these will continue to bear the ET pictogram.
